Statewide Framework
- Adult-use and medical programs are established under New York law, with licensing, compliance, packaging/labeling, and testing requirements.
- Local control: Municipalities may regulate certain aspects (zoning, on-site consumption, time/place/manner). Check local ordinances before purchasing or consuming.
- Access & ID: Access requires valid identification; age thresholds apply per law and regulation.

Possession, Use, and Places
- Public vs. private: Rules differ for streets/parks, housing, multi-unit dwellings, and businesses. Private property owners and landlords may set stricter rules.
- No federal property: Do not possess or use cannabis on federal land or in federal facilities (airports, federal buildings, certain parks).
- Consumption sites: Only where permitted and licensed; verify local rules.
Cultivation & Products
- Home cultivation: Permitted under state law within specific limits and timing/implementation rules. Confirm OCM guidance and local restrictions before growing.
- Products & labels: Potency caps, warning labels, packaging, and testing are mandated. Review OCM requirements when purchasing.
Driving, Transport, and Travel
- DUI/Impairment: Driving under the influence of cannabis is illegal. Enforcement and penalties apply—review NY DMV guidance before driving.
- Vehicles: Follow New York’s rules on possession/containers in vehicles; store products accordingly.
- Borders & flights: Do not take cannabis across state or national borders or onto federal property, including many airport areas.
Buying Safely
