Canada legalized cannabis nationally in 2018 under the Cannabis Act. Provinces and territories set rules for minimum age, possession in public places, retail models, public consumption, home cultivation, and additional penalties. Impaired driving is regulated under the Criminal Code (drug-impaired driving offenses and per-se limits for THC in blood for certain charges). Do not carry cannabis across international borders.

Federal Overview (Cannabis Act)
- Legal nationwide for adults, with federal baseline rules for production, packaging, promotion, and possession in public (commonly up to 30 g of dried cannabis or equivalent; confirm provincial overlays).
- Medical cannabis access exists under the Cannabis Regulations (registration with a health care practitioner authorization; purchase from licensed sellers or personal/Designated Production registration).
- Import/export: Prohibited for individuals. Commercial import/export is tightly controlled via federal permits (not applicable to personal travel).
- Border: Canada Border Services Agency (CBSA) enforces strict prohibitions—never bring cannabis in or out of Canada.
Provincial & Territorial Differences (Quick Notes)
Minimum age is 18 in Alberta and Quebec, 19 elsewhere. Home grow (up to 4 plants per residence) is permitted under federal law but restricted/prohibited by some provinces:
- Quebec: Home grow prohibited under provincial law.
- Manitoba: Home grow prohibited under provincial law.
- Other provinces/territories generally permit up to 4 plants (subject to local bylaws, landlord/tenancy rules, condominium rules).
Retail & public use rules vary (government-run vs. private retail, designated consumption spaces, municipal bylaws). Always verify locally before purchase or consumption.
